These roles can coexist. Project Assurance is not a replacement for the owner’s AV team, design consultant, or integrator.

Document Readiness Gate
Review starts with a frozen project record
Fixed-fee review begins only after Cognitive AV and the client agree on the project boundary and document package to be reviewed. The review clock starts only after the agreed corpus has been received, logged, and frozen.

If the package cannot be responsibly bounded, Cognitive AV may request missing evidence, narrow the boundary, defer the start, or recommend a separately scoped paid scoping step. The fixed-fee review will not silently expand.

Network boundary: Cognitive AV evaluates whether AV-related network and enterprise-service dependencies have been identified, documented, and assigned. The service does not include penetration testing, cybersecurity certification, or enterprise security assessment.

Every review ends with a bounded technical advisory opinion.
The opinion is based on the project record supplied and the agreed review boundary.
Proceed
No material unresolved risks identified within the agreed review boundary.
Proceed With Conditions
The project is generally viable, but defined conditions should be resolved at specified project gates.
Rework
Material issues should be corrected before the next financial or execution commitment.
Insufficient Evidence
The available project record is not sufficient to responsibly reach a readiness conclusion.
Boundary: The readiness opinion is not design approval, professional engineering certification, code approval, construction authorization, cybersecurity assurance, legal or contract interpretation, procurement approval, a budget guarantee, or a performance guarantee.
Independent incentive structure
We are not paid by the finding.
Cognitive AV’s fee does not depend on discovering defects or generating follow-on work. If the project record is sound and no material unresolved risk is identified, a Proceed opinion is a successful engagement.
Independent means independent of the project parties whose work is being reviewed, not compensated according to the number or severity of findings, and free of undisclosed material conflicts. Any material conflict is disclosed before engagement.

Finding an issue and engineering the corrective design are separate scopes. If corrective engineering or ongoing Project Assurance Support is desired, Cognitive AV can scope that work separately. The original review remains complete and usable whether or not Cognitive AV performs follow-on work.

Initial public intake collects project metadata only. Sensitive project documents are transferred only after fit review, delivery of the Data Handling Profile, and provision of an engagement-specific transfer method.
External AI processing is disabled by default unless explicitly approved by the client. Cognitive AV can perform the engagement without external AI processing.

How the review is governed
Accountable senior review—not an anonymous queue.
Each engagement is assigned to an accountable senior AV reviewer before the Document Readiness Gate. The proposal identifies the reviewer, qualifications relevant to the agreed scope, any separately approved specialist contributors, and the limits of the review.
